dev in manaus (yes, the rainforest one)


When I say I live in Manaus, people picture the rainforest. Fair, it is here, two million people surrounded by it. What they do not picture is one of the largest electronics industrial poles in Brazil, and hiding inside it, an R&D ecosystem that shaped every developer raised in this city. Including me.

the free trade zone

Manaus has been a free trade zone since 1967, created by Decree-Law 288 to settle and develop the Amazon without depending on standing rainforest alone. Tax incentives brought global brands here to manufacture: TVs, smartphones, motorcycles, air conditioners. A big share of the electronics sold in Brazil is assembled a few kilometers from where I am writing this, inside the industrial pole administered by Suframa.

The part that matters for developers is a rule attached to those incentives, the Informatics Law: a company manufacturing IT or telecom goods here only keeps the tax benefit if it reinvests a slice of gross revenue into local research and development. Part of that investment can stay inside the company itself, and part has to go to an accredited institution in the region, a university, a science and technology institute. Not marketing, not donations. Mandatory R&D, in the region.

what that rule created

That single obligation built an entire ecosystem of research institutes in the city. Samsung funds Sidia, where I work today, or at least the bulk of the institute and its projects, since it has been open to other clients for a while now too. Other brands, Positivo and Motorola among them, fund institutes like Eldorado, INDT and FPF Tech, and the list goes on. These are real engineering houses: mobile software, AI, embedded systems, test labs, teams of hundreds of people working on product that ships to the whole world, not just Brazil.

I will not talk about what gets built inside them, that is part of the deal you sign. But the scale is real, and so is the work.

every dev here wants in

Here is the part outsiders never see: if you were raised in Manaus and learned to code, you grew up wanting to work at one of those institutes someday. They are the visible ceiling of a local tech career. The internships, the first serious salary, the badge your family recognizes. Other places grow up with FAANG dreams; here we grow up with institute dreams.

There is even a formal program for it. Samsung Ocean, free, teaches mobile, IoT and AI to people just starting out, and a good share of whoever goes through it aims for a spot at Sidia afterward. Not the only path, but the most visible one, and it shows how much of this gravity is institutional, not just cultural.

That gravity shapes everything. Computing students order their choices around getting in, portfolios get built with the institutes in mind, and the people who make it become the reference for the next batch. I ordered my choices around it too, and it worked. Part of why this blog exists is to say out loud that this path is real.

For someone who needs the diploma fast to survive, or whose family cannot carry an extra year of unpaid studying, the private column is not a lesser choice, it is often the only realistic one.

The part both sides miss is that the diploma's letterhead is not actually the lever. What decides whether college turns into a real track record is whether you land somewhere, public or private, that keeps handing you production work to touch. Plenty of people graduate from a public university having never shipped anything real, and plenty from a private one carrying a portfolio heavier than most institute hires.

My own path lines up with both sides at once: FAMETRO gave me the private-school speed, a full ProUni scholarship straight through, no competitive entrance exam in the way. UEA gave me the public-school access, years staying on as staff inside its Rectory, first HR, then its own IT center, then the Extension office, building the kind of production systems that never show up on a syllabus.

no path builds you alone

The public-or-private split above is not even where most people actually end up. A common pattern here: someone starts in a public university, and partway through switches to a private one, sometimes distance learning, because they already started working in the field, often at one of the big institutes, and need the flexibility to finish the degree while holding a job.

Neither lane alone makes a good professional. Plenty of hard and soft skills weigh as much as the school's name on the diploma, sometimes more. What the harder public path mostly buys is a rougher beginning, more demand, more failure built into the system on purpose, and that produces someone with real market callus, a robust base, research experience above all. What the easier private path buys is time: retention systems there are built to fail as few students as possible, so passing is genuinely easier, and that slack frees up hours to go chase content on your own. It tends to favor whoever already knows which specific area they want and wants to specialize early.

That was me. I wanted offensive security from the start, and having plenty of free time was exactly what let me chase it on my own. Today, if there is a gap, it is a stronger foundation in AI engineering in general: ML, DL, CV, NLP, LLMs. I still have enough time to go after that independently, not as much as I would like, but enough. Having spare time, though, is not the same as using it well: without a deadline or outside pressure, it knows how to turn into motion with no direction too, that is its own post. Chasing NLP hard while data structures and algorithms stayed thin is another story, for yet another post.

a diploma owes you nothing

There was a conversation at work that has stuck with me: someone pointed out how many rideshare drivers in Manaus hold a tech degree. Not an exaggeration, a direct observation, and not some isolated story a coworker tells, it is people you actually run into.

That gap starts exactly where the last point leaves off. Research scholarships, extension projects, a shot at real production work, none of it gets handed out evenly, not even inside the same institution, let alone between a public one and a private one. Whoever does not go chase it graduates with the same paper as whoever did, and nothing else to show for it.

The market does not owe anyone anything just for having a diploma. A degree in computer science, or information systems, is not a password, it is a starting point. The institute, the good position, the salary that makes the degree worth it, all of that gets fought for after the diploma, it does not come bundled with it. And the fight is not fair or even: whoever leaves college with just the diploma in hand, never having shipped a system to production, never having competed for a scholarship, lands in line behind whoever already shows up with a track record.

Anyone growing up here dreaming of an institute needs to know that before they dream: the paper opens the waiting room door, not the office door. What gets you out of the waiting room is what you did while you were still waiting.

Even with a city running a robust R&D ecosystem that drives its entire local tech economy, the market does not owe you a single thing just because you hold a diploma.

Remote work made location matter less, but I want more people to know this ecosystem exists, because from the outside nobody guesses it. The rainforest has GPUs too.
